American senators are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the longest closure of the federal government in history deepened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
President's Proposal from Florida Resort
As Saturday's meeting got started, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Opposition lawmakers shared alarmed reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another senator reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing plan from a small group of moderate Democrats to terminate the closure in return for a future vote on the ACA payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the payments before discussing the future of the subsidies.
"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Dynamics
None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.
Some observers indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
